Gabungan NGO BERSIH mendakwa Ketua Setiausaha Negara Datuk Seri Ali Hamsa mengaburi kebenaran dalam hasil siasatan Suruhanjaya Siasaran Diraja berhubung isu pendatang asing di Sabah.

BERSIH dalam kenyataannya mempersoalkan bagaimana Ali boleh menyimpulkan bahawa tiada motif politik dalam isu pemberian kad pengenalan kepada golongan tidak layak.

Sepatutnya, tegas NGO itu, keterangan berhubung 'Projek IC' dan persoalan yang dibangkitkan mengenai penglibatan ahli politik di peringkat tertinggi patut disiasat selanjutnya di mahkamah.

"Kami terkejut kerana RCI tidak mengemukakan apa-apa saranan berhubung perkara ini, sedangkan merekalah yang bertanyakan mengenai soalan itu," kenyataan BERSIH dipetik.

Gabungan NGO itu merujuk kepada laporan RCI berhubung kenyataan lima orang saksi: Pegawai Daerah Sandakan, Hassnar Ebrahim, dan empat orang pegawai Jabatan Pendaftaran Negara, Ramli Kamarudin, Abdul Rauf Sani, Asli Sidup dan Yakob Damsah.

Suruhanjaya itu membuat kesimpulan bahawa “Projek IC” mungkin benar-benar wujud.

KOTA KINABALU: The state cabinet wants the relevant authorities to take drastic action to resolve, once and for all, the issue of illegal immigrants in the state.
Chief Minister Datuk Seri Musa Aman said the state cabinet, with consensus, welcomed the release of the findings of the Royal Commission of Inquiry (RCI) on the issue of illegal immigrants in Sabah and supported the recommendations made to resolve the issue.
“The federal government, under Prime Minister Dato Sri Najib Tun Abdul Razak, has fulfilled its promise on the establishment of the RCI and to release its findings,” he said after being briefed on the RCI findings and recommendations at the weekly state cabinet meeting yesterday.
He said these findings were released by an independent panel that had heard and scrutinized the testimonies of multiple witnesses.
Musa said based on these findings, it was discovered that there were wrongdoings committed by individuals for monetary gain.
“These grievous acts were committed by irresponsible individuals who were greedy and they have been brought before the law for their crimes,” he said.
In moving forward post RCI, he said it was important to concrete measures to be taken to ensure that these acts would not recur and any efforts by any syndicates that could undermine the sovereignty of this nation must be dismantled and would face the long arm of the law.
He said the state cabinet therefore welcomed the recommendations to set up a permanent committee on foreigners to be co-chaired by Home Affairs Minister Datuk Sri Zahid Hamidi and himself as well as a working committee on foreigners to be chaired by Deputy Chief Minister Tan Sri Joseph Pairin Kitingan.
“We also call on relevant departments and agencies to overcome any weaknesses and tighten any loopholes within their respective structures to maintain the integrity of their respective governmental functions and the ultimate objective, which is serving the people,” he said.
In the meantime, he said the state government would continue to work hand in hand with the federal government to overcome issues dealing with illegal immigrants in the state.
He said the relevant authorities such as the police, the National Registration Department and the Immigration Department were working closely through statewide operations such as Ops Bersepadu to flush out illegal immigrants in the state.
“It is also my hope that our counterparts in our neighbouring countries will assist us in this effort by facilitating the return of their citizens to their respective countries,” he said.

RCI: Government not involved in “Project IC”

KOTA KINABALU: The Royal Commission of Inquiry (RCI) report on illegal immigrants in Sabah has recorded statements from 361 people and collected 177 exhibits during the proceedings.
The 368-paged English report and 427-paged Malay version stated that 67,675 foreigners issued with identity cards and 68,703 granted citizenship between 1963 and Aug 3, 2013.
The report will be available to the public at RM100 each at Sabah Federal Administration building in Jalan UMS, Kota Kinabalu and the One Stop Centre at Home Ministry in Putrajaya during office hours while stocks last.
* Economic motivation among push factors for Filipinos and Indonesians to come to Sabah from 1978. The Mindanao unrest in the 1970s was the main factor for the influx of refugees into Sabah.
* Based on the finding it was a breeze for foreigners to obtain ICs, birth certs and other documents and become Sabahans because of corrupt syndicates, individuals and insiders.
* The Filipino and Indonesian witnesses interviewed testified that is was easy to encroach into Sabah because of its vast 1,700km shoreline.
* The commission paid tribute to the integrated efforts to get rid the state of illegal immigrants by the authorities and late registration of birth in rural areas by the Mobile court.
* A permanent management committee on foreigners as proposed by the RCI will be set up to handle issues highlighted in the report.

RCI report: Project IC 'more likely than not' existed

PETALING JAYA: The controversial “Project IC” had “more likely than not” existed, concluded the Royal Commission of Inquiry (RCI).

The panel came to the conclusion after taking into view the credibility of five witnesses during the inquiry, all National Registration Department’s (NRD) officers.

The five were former Sabah NRD director Ramli Kamaruddin, former registration clerk Kee Dzulkifli Kee Abdul Jalil, former assistant registration officer Asli Sidup, Tamparuli district NRD head Yakop Damsah and former state NRD director Datuk Abdul Rauf Sani.

“From the evidence of these witnesses, it is clear there was a clandestine exercise involving senior officers in the NRD, Sabah, who apparently acted under orders from their political superiors.

“This clandestine exercise involved illegal activities relating to the processing and issuance of Malaysian identification documents to illegal immigrants in pursuit of a political agenda,” said the report.

The RCI also named several prominent politicians who were mentioned by these witnesses, such as former Sabah chief minister Tan Sri Harris Salleh, Tan Sri Aziz Shamsuddin, the former political secretary to then Prime Minister Tun Dr Mahathir Mohamad, and the then deputy Home Affairs Minister the late Tan Sri Megat Junid Megat Ayob.

“All of them except for Megat Junid, who has since passed away, have denied vigorously any involvement in such clandestine exercise or in the so-called Project IC,” noted the report.

The RCI felt that from the evidence, it seemed clear that there were two sides to the issue of whether the “so-called Project IC really existed.”

“On the one hand, we have witnesses who have described in some detail their active involvement in the said project as well as the participation of certain high-profile politicians.

“On the other hand, these politicians have testified before the RCI, denying in no uncertain terms all the allegations against them.

The report elaborated that the five witnesses from the NRD alleged to be personally and actively involved in the project and have corroborated each others’ evidence.

“In effect, they have collectively admitted their joint involvement in some detail. Furthermore, they have made serious allegations against powerful political figures,” it said.

Secondly, the RCI took into account the evidence that in the 1990s, the population growth in Sabah rose by 78%, which would have been the highest increase since Sabah became part of Malaysia.

“That was the period when the evidence disclosed that there were significant numbers of illegal immigrants being issued with Malaysian ICs by way of statutory declaration for political purposes.

“In short, there is a probability that such a project did exist at all material times,” said the RCI.
