Kota Kinabatangan: Chief Minister Datuk Seri Musa Aman Monday launched the Sabah Barisan Nasional (BN) manifesto which consisted of 16 main thrusts on the state's development and progress. The manifesto promised a commitment to implement the Royal Commission of Inquiry's (RCI) proposals on resolving the illegal immigrant issue, preserve and introduce relevant land ordinances and to safeguard peace and security in the state under the Eastern Sabah Security Command (Esscom).
It also pledged equal opportunities in the state civil service, continuity of special cash assistance and funds for operations and development expenditure that exceeds 20 per cent, through the turnover from oil and gas in the State.
The BN also promised to uphold the 20-Point memorandum, besides reducing the poverty rate to three per cent within five years; conserve the environment, fight corruption, involve the people in policy-making; develop youth and sports, empower women and ensure gender equality, enhance human capital development, participate in modern economy, bridge the development gap between urban and rural areas and improve the effectiveness of state bodies.
Musa, who is also state BN coordinator, said at the launching of the manifesto at the Umno building here that it was a complement to the national manifesto unveiled by Prime Minister Datuk Seri Najib Tun Razak.
"The manifesto is our commitment and obligation to fulfil the aspirations of the people. It is a consensus reached by all component parties after considering all aspects," he said.
Musa said BN would realise the pledges in the manifesto if the people returned the mandate to it.
He said the manifesto themed, "We have fulfilled, more will be implemented" will be distributed together with the BN national manifesto and BN bulletin in four languages, Bahasa Melayu, English, Mandarin and Kadazandusun.
Parti Bersatu Sabah (PBS) President Datuk Joseph Pairin Kitingan said the manifesto was very realistic and relevant and aimed to further improve the lives of the people of Sabah.
"If we pore through the manifesto, you will find that the BN is committed to implementing the recommendations of the Royal Commission of Inquiry on the issue of illegal immigrants in Sabah," he said.
United Pasokmomogun Kadazandusun Murut Bersatu (Upko) President Tan Sri Bernard Giluk Dompok said the supplementary manifesto and the main BN mainfesto were very apt to meet the needs of the people in Sabah.
Liberal Democratic Party chairman (LDP) Datuk V.K Liew said its was "value packed" after getting the inputs of all the component parties.
His views were echoed by Parti Bersatu Rakyat Sabah (PBRS) Vice Chairman Dr Zhamriee Ibni Gulam Rasul who added that the BN not only did consensus building on distribution of seats but also in the coming up of the manifesto.

Sani Abdullah of NRD told Hassnar that these illegal people if given IC would come back to 'eat' Sabahans etc.
 
Hassnar told what Dato Megat Junid to top security officials that Project IC was approved by Mahathir.
 
HNR3 documents in reams of 500 were signed blank by Hassnar after he was appointed by Harris Salleh as District Officer of Sandakan. 

What should we do with those traitors in BN/UMNO as they are all involved with treason against the people of Sabah?  How can they now stand for GE13 again after the recent massive exposure.

Sabah BN is as yet unable to commit to the re-issuance of identity cards (IC) for Sabahans to address the illegal immigration issue, but will instead implement any recommendations by the ongoing Royal Commission of Inquiry (RCI).

“This needs to be discussed, to go through the process," PBS president Joseph Pairin Kitingan told reporters after the launch of the Sabah BN manifesto today.

The manifesto, launched by state BN chief Musa Aman, placed the issue of illegal immigrants at the top of the election pledges.

"(We give) our commitment to implement all recommendations of the RCI based on the findings on their probe on the illegal immigrants issue," Musa said in his speech at the Umno headquarters in Karamunsing today.

He, however, refused to elaborate when asked, merely directing reporters to the single sentence in the 16-point manifesto.

"We are here to resolve the problem," he said.

He said the BN has a track record at both state and federal level and voters can use this to measure its trustworthiness.

".... there is nothing to see on the other side, just words, promise and leaflets. The opposition's words cannot be trusted. In out hearts, our intention is to tune in, so we can synchronise properly with the federal government," he said.

While all political parties in Sabah have raised the issue, the most vocal are Star and SAPP, with the latter having gone to town campaigning for a special Sabah IC for genuine recipients.

RCI says no dice to the SLA request

Kota Kinabalu: The Royal Commission of Inquiry (RCI) on illegal immigrants in Sabah denied an application by Sabah Law Association (SLA) for access to the witness statements recorded at the ongoing RCI hearing.
Commission Chairman Tan Sri Steve Shim Lip Kiong, in his decision, said the SLA was not entitled to the statements recorded under Section 112 of the Criminal Procedure Code (CPC) as the association (SLA) was an amicus curiae in the proceedings.
He noted that judicial proceedings under the RCI were non-adversarial in nature because there were no opposing parties.
"The SLA is a non-adversarial party in the proceedings. It's to be noted that the SLA is appearing before the RCI in its capacity as an amicus curiae or an interested party whose main purpose is to assist and advise the RCI on matters of law relevance to the terms of reference," he said.
Shim further said that even if SLA was held to be entitled to the statements, there was still the question of whether it was appropriate or necessary to grant the request sought for under the circumstances, and this comes within the discretion of the RCI.
The panel made the ruling after hearing submissions from SLA counsel led by Alex Decena, and conducting officer Manoj Kurup, on March 18.
The commission's panel members comprise former Universiti Malaysia Sabah vice-chancellor Professor Datuk Seri Dr Kamaruzaman Ampon; former Kuala Lumpur police chief Datuk Henry Chin Poy Wu; former Sabah state secretary Datuk Kee Mustafa; and former Sabah deputy chief minister and former Sabah attorney-general Tan Sri Herman J.Luping.
In the ruling, Shim also said that SLA had requested for copies of the witness statements on grounds that it could more effectively assist and advise the RCI.
"We think that this argument was quite tenuous given the fact that three senior conducting officers appointed by the Yang di-Pertuan Agong are tasked with leading and presenting evidence before the RCI on the basis of the statements recorded under Section 112 of the CPC," he said.
Shim added that the trio - Manoj, Datuk Azmi Ariffin and Jamil Aripin - were more than competent in carrying out their responsibilities.
He pointed out that the SLA had thus far rendered valuable assistance to the RCI, with pertinent questions having been posed to the witnesses during the RCI proceedings.
Shim said the panel was confident that the counsels from the SLA would continue to do so on the basis of the evidence given orally during the course of the inquiry.
He said the panel was of the view that the non-availability to the witness statements did not and had not, in any way, diminished the quality and effectiveness of SLA assistance to the RCI.
"For the reasons stated, we take the view that it's unnecessary for the SLA to have access to the statements in question. Accordingly, the request for copies of such statements is hereby denied," he declared.
Meanwhile, the RCI would hold its fourth hearing session at the Kota Kinabalu High Court next month. The 10-day session would begin on May 20. It was initially scheduled for between March 5 and 9, but was postponed.
The first hearing session was held for five days, beginning Jan 14.
To date, 62 witnesses had been called to testify.

The 10-day session will begin on May 20. It was initially scheduled for between March 5 and 9, but was postponed.


Commission chairman Tan Sri Steve Shim Lip Kiong set the date Monday, after delivering a decision on the application by the Sabah Law Association (SLA) for access to witness statements recorded under Section 112 of the Criminal Procedure Code.


Shim was formerly Sabah and Sarawak chief justice.


The commission's panel members comprise former Universiti Malaysia Sabah vice-chancellor Professor Datuk Seri Dr Kamaruzaman Ampon; former Kuala Lumpur police chief Datuk Henry Chin Poy Wu; former Sabah state government secretary Datuk Kee Mustafa; and, former Sabah deputy chief minister and former Sabah attorney-general Tan Sri Herman J. Luping.


The first hearing session was held for five days, beginning Jan 14.


To date, 62 witnesses had been called to testify.
