Fernandez,
who is a former Sabah attroney-general, said Musa had also instructed
him to hold a watching brief and to request for the notes of proceedings
pertaining to the allegation by Chong.
Fernandez said Musa would decide his next course of action after he is able to peruse the notes of proceedings.
The
application was granted by RCI chairperson Steve Shim, who instructed
the RCI secretariat to extract portions pertaining to the allegation for
Musa to make a decision on what he wanted to do.
'Musa chaired Umno task force to register foreigners'
Last
week, Chong, a former Parti Bersatu Sabah (PBS) politician who authored
a book on Project IC, testified that Musa chaired a task force back in
1991 that was designed to register foreigners as Umno members after
giving them Malaysian citizenship.
"When
Umno first entered Sabah, this task force was formed, and the chief was
none other but Musa Aman himself," Chong had told the RCI.
Speaking
to reporters later, DAP assemblyperson for Likas Junz Wong, who was in
the public gallery, said it would be in the people's interest for Musa
to testify before the RCI to clear his name.
"The
RCI should decide (whether to call Musa as a witness or not but) he has
a social and political responsibility to come clean," Wong said outside
the Kota Kinabalu High Court complex, where the RCI is sitting.
Meanwhile, in his testimony today, 192nd witness Ismail Mohd Yakub from
the Tawau Municipal Council said that 40 percent of Tawau residents are
non-citizens.
Basing
this on the council’s 2010 census, he said the immigrants have good
relations with Sabahans, as most of them have adopted the local
lifestyle.
“That's why it’s not a big problem that 41 percent of people in Tawau are non-citizens.
“Plus, the local culture is highly tolerant,” he said.

KINABALU: Sabah Chief Minister Datuk Seri Musa Aman has denied any
involvement in Project IC as alleged by former senator and state
assemblyman Dr Chong Eng Leong during the Royal Commission of Inquiry on
illegal immigrants in Sabah last week.
Former Sabah state Attorney-General Datuk Anthony Roderick Fernandez
appeared on behalf of Musa at the High Court in Kota Kinabalu today and
made a request to the five-man panel for Dr Chong’s official note of
proceeding last week.
“My client will decide on his next course of action once he has read
the report,” Anthony told the panel, saying Musa might also elect to
appear before the RCI panel and give his testimony, the Malaysian Insider reported.
Dr Chong had alleged Musa had led a Sabah Umno task force to find
foreigners to register them as party members and to ensure that they
voted for Barisan Nasional. He claimed to have received the information
from Jabar Khan, who was the secretary of the task force which was
formed in 1991.
Meanwhile, Malaysiakini in its report said the application was

permohonan bagi pihak anak guamnya.
Musa yang kini juga Ketua Perhubungan Umno Sabah meminta diberi nota
keterangan Dr Chong yang antara lain telah menamakannya terlibat dalam
isu kad pengenalan palsu atas peranannya sebagai ketua satu Pasukan Khas
Umno Sabah untuk mencari pendatang haram dijadikan ahli Umno dan
seterusnya pengundi pada tahun 1990-an.
Dr Chong yang dulunya bersama PBS tetapi kini PKR, minggu lalu memberi
penjelasan di depan RCI yang beliau mendapat tahu hal itu dari bekas
setiausaha pasukan khas Umno itu sendiri iaitu Jabarkan Napi.
Jabarkan sendiri dalam banyak forum dan dokumentasi juga telah membuat

Illegals: Sabah opposition forms panel

KOTA KINABALU: Several Sabah-based opposition parties and
non-governmental organisations have ganged up to form their own
independent monitoring and action committee after seeing more could be
done to resolve the State's illegal immigrant problem.
This follows the release of the Report on the Royal Commission of Inquiry on Illegal Immigrants in Sabah on Dec 3.
Leading the pack is (Sabah Star State Reform Party) Chief Datuk Dr
Jeffrey Kitingan, who on Tuesday, said it was formed to assist and
ensure the Government, including the two imminent committees – Action
and Working Committees – provide a lasting solution to the State's
illegal immigrant problem.
The group's other partners are Party Cinta Sabah, Sabah Progressive
Party (SAPP) and 21 other NGOs including Angkatan Perubahan Sabah's
Datuk Seri Wilfred Bumburing.
It had so far met four times following the release of the RCI report.
According to Dr Jeffrey the committee was needed as the work of
addressing the issue should not be left to the interests of the Federal
Government alone, but also the people as it "is a common problem that
affect all Sabahans."
"We feel the term of reference (of the working committee) should not be
given from above only, it should also be coming from below as well,
which is from the people, themselves." "We are not saying those in the
present committees are not competent, but everyone also wants to assist
and contribute to solve to the problem."
Dr Jeffrey said he had anticipated weaknesses in the present mechanisms
to address the illegal immigrant woes in Sabah. He said bureaucracy and
other hindrances would slow decision-making processes, resulting to
lengthy procedures for authorities to take action over the issue.
Referring to the the Permanent and Working Committees, he said:
"It will be like a football game. One could not do anything without the
approval of another. "In fact, several leaders have asked my
recommendations over how to address the illegals problem," said Dr
Jeffrey, who refused to name who the leaders were.
Nonetheless, he said the formation of the committee comprising several
Sabah-based opposition parties and NGOs was a positive step towards
addressing the problem.
Also present were SAPP President Datuk Yong Teck Lee, Datuk Seri Wilfred
Bumburing, SAPP advisor Datuk Mohd Nor Mansor and others.
Bumburing said one of the Terms of Reference in the Working Committee
under Deputy Chief Minister Tan Sri Joseph Pairin Kitingan include
gathering feedback of the public. "Hence, we are contributing to this
aspect,"
The group also listed six demands for which the government can take action after the 2015 New Year, and they are:
(1) To clean up the electoral rolls by weeding out all the names of
unqualified "voters" who have been registered using illegal ICs or
genuine ICs dubiously given, including the ICs that have been obtained
using false declarations; and to allow political parties and NGOs to
monitor the cleaning up process by the Election Commission;
(2) To scrutinize all dubious ICs and MyKads that have been issued to
unqualified foreigners based on false declarations and information;
(3) To issue Sabah-owned identity cards to Sabahans and genuine
Malaysians permanent residents in Sabah; this can be done by setting up a
Sabah Registration Department under a new Sabah Registration Ordinance;
(4) To investigate and prosecute any culprits implicated in the RCI
Report involved in the Project IC and any other illegal issuance of
citizenship documents to illegals and other unqualified foreigners;
Federal government needs to make available to the public all records of
proceedings of the RCI and exhibits, memorandum and submissions by
witnesses, including the 6,000-page documents;
A special session of the Sabah Legislative Assembly and may be
Parliament should be convened to debate the RCI Report's findings and
recommendations.
Dr Jeffrey said a letter had been sent to to the State Assembly speaker
to convene point six of the demands on Dec 19, but is still awaiting
response.
He said the government should take note and provide satisfactory
progress on the issue, as it involves "the legitimate feelings of
Sabahans who cannot be controlled if their demands are not met."
"As of now people are already angry about the issue, by not taking
action the people would become angrier and the threats and harassment of
police and other government tools will have no effect on Sabahans'
struggle to reclaim their homeland and their rights," he said.
Yong, meanwhile, said the people can opt to peaceful protests if their demands are not met.

We need to file a Report to the DYMM YDP Agung for the FAKE Report on
Royal Commission of Inquiry on Illegal immigrants Sabah for the
following reasons:-
1. RCI says 211 witnesses were called but the Report has not reported 22 witnesses.
2. Hamid Zahidi said 94 NRD and Government officers were detained
under ISA in the 1990s but RCIIIS only called a handful to testify at
the hearings. Where are the rest? Why no warrants of arrest were
issued?
3. More than 5000 pages of evidence and supporting documents were not made public. Why?
4. Who wrote the speech for the Chief Secretary to present at the release of the Report on RCIIIS and that speech was a scam.
5. Some of the witnesses statements or testimonies were misrepresented.
6. TS Pairin Kitingan cannot be the Chairman after much conflict as
Head of PBS, as a witness in RCIIIS where his statement can be
"perjury."
7. Some key and important persons including criminals in Government were not subpoenaed to be witnesses.
8. Project IC was deliberately misled in the Report of RCIIIS.
Enough or not and more reasons would come next time.

If we compare the figure of arrivals of Indonesians to Sabah, the recorded arrivals of Filipinos are only a fraction of the former. Too many Filipinos come to Sabah through the various points in the East Coast without going through the proper channels of immigrant points.
The comparative number of much smaller Filipinos of 125,579 remaining in Sabah as compared with Indonesians of 1,219,946 also need to be investigated.
This is also an important issue to be addressed by the Philippines’ Government and the Malaysian Government through the Immigration Departments.

For Indonesians - the arrivals were 1,601,198 and departures 868,557 making 732,641 remaining in Sabah.
For Filipinos, the arrivals were 275,963 and departures 201,532 making 74,431 remaining in Sabah. [NB: these figures are substantially unreal]
For Japanese, the arrival were 158,219 and departure 123,393 making 34,826 remaining in Sabah
For Bruneians, the arrival of 176,148 and departure of 297,201, making 121,053 more to depart Sabah. [this phenomenon needs to be addressed in all angles]

I would have thought that the Bruneian Government would also like to know of such development of travellers using their passports.
8.6.3.3E.1 A recent news report titled “ ‘Stateless’ girl is looking for mum” is timely to give me some light in this direction. Quoting from a report “He said Abdul Rahman had allegedly used the identity of a Bruneian, Ahari Haji Mohamad. (It is not known how he managed to do this) in registering Fauziah’s birth after she was born at the Queen Elizabeth Hospital (QEH) here on Nov 29, 1988. There appears to be a racket to do the Bruneian documents for use only for departures from Sabah. P70 of EPIC of Sabah 2nd Edition.
8.6.3.3E.2 For Bruneians, the arrival of 177,148 and departure of 297,201, making 120,053 more to depart Sabah for the period 2004-2008.. For the period 1995 to 2003, 191,810 more Bruneians departed from Sabah. We need an explanation for this strange phenomenon.
